A social and labour plan (SLP) is a document that a mining company must submit to the Department of Mineral Resources and Energy as part of a mining right application.
The objectives of a SLP as stipulated in the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) are:

- To promote employment and advance the social and economic welfare of all South Africans.
- To contribute to the transformation of the mining industry.
- To ensure that holders of the mining rights contribute towards the socio-economic development of the areas where they are operating.
